    1. In modern Russia, the transition from a purely “cultural paradigm” in the sphere of state-confessional and public-confessional dialogue has matured to the “anthropological” paradigm that considers religions not only in the plane of “practical reason” (as a source of value judgments and behavior patterns), but also in the plane of the mind of "theoretical" (as a source of ideas about the universe, man, society, the laws of being).

The “secularity” of the state means the organizational and functional separation of the state and confessions, but it does not eliminate or impede the intellectual influence of religious “pictures of the world” on the implementation of state policy and other social practices. This means the fundamental equality of religious (theological), philosophical and scientific ideas in the fields of education, expertise, development and implementation of political decisions.

Theological, religious and philosophical knowledge is of social importance not only in the field of social reality, but also in the field of its cognition and forecasting. The voice of the bearers of theological, religious and philosophical knowledge should be presented in public discussions on socially significant issues along with the bearers of other ideological systems. Russian society must take a decisive step from recognizing the “cultural significance” of certain traditions — to the inclusion of religious ontology in its daily activities.
