The new calendar was proposed by Serbian scientist Milutin Milankovic at the Pan-Orthodox Congress of Constantinople in 1923, under Patriarch Meletios IV (1922–1923), head of the Orthodox Churches. It was adopted by several of the autocephalous Orthodox churches, however, it has not been adopted by the Orthodox churches of Jerusalem, Russia, Serbia (including the uncanonical Macedonian Orthodox Church), Georgia, Mount Athos and the Greek Old Calendarists.
